Mar 05, 2024

As the action plan for the first decade of implementing the strategy of building a strong manufacturing country in China, how to transform "Made in China 2025" from a visionary action plan into specific implementation measures has become a focus of industry attention. The reporter learned that, in accordance with the requirements of the State Council, the Ministry of Industry and Information Technology is focusing on turning the action plan into an annual plan, turning the annual plan into concrete actions, turning actions into tangible results, accumulating small victories into big victories, making one footprint a year, and moving towards the established goals.
2016 is the beginning year of China's 13th Five Year Plan and also the year when Made in China 2025 is fully implemented. Miao Wei said that the Ministry of Industry and Information Technology will launch and implement five major projects, including the construction of manufacturing innovation centers, intelligent manufacturing, industrial strengthening, green manufacturing, and high-end equipment innovation, to accelerate the research and industrialization of key products and equipment in the field of high-end equipment such as large aircraft, aviation engines, and gas turbines.
Develop specific plans around the five major projects
In fact, since the release of Made in China 2025, the biggest question surrounding the industry and market has been the specific implementation of this action plan. Miao Wei stated at the forum that the Ministry of Industry and Information Technology is taking "Made in China 2025" as the core focus of building a new industrial system, and is urgently preparing 11 plans or action plans to support it, planning for the next three to five years of work.
"The current problem is how to implement the 10-year plan," Miao Wei introduced at the State Council Information Office on the 8th. In accordance with the requirements of the State Council, the Ministry of Industry and Information Technology is focusing on turning the action plan into an annual plan, turning the annual plan into concrete actions, turning actions into tangible effects, accumulating small victories into big victories, and making one footprint a year, moving towards the established goals.
Miao Wei revealed that at the end of last year, the State Council specifically held the second meeting of the Leading Group for Building a Strong Manufacturing Country, and one of the important topics was to approve the work plan for 2016. During the previous internal research, Miao Wei stated, "We do not pursue a comprehensive annual plan, but rather focus on solving a few key issues each year and pushing it forward step by step."
Specifically in 2016, Miao Wei pointed out that the construction of a manufacturing innovation center will be launched, including five major projects: intelligent manufacturing, industrial foundation strengthening, green manufacturing, and high-end equipment innovation. The above work plan will also revolve around the five major projects, and specific goals, measures, and guarantees will be formulated every year.
This includes the construction of several national level innovation platforms for the manufacturing industry, the launch of a new batch of pilot demonstration projects for intelligent manufacturing and intelligent transformation projects, concentrated support for solving a batch of problems related to standards such as components, key processes, and materials, the implementation of a batch of key green transformation projects for industrial processes, and major green manufacturing technology innovation and industrialization demonstration projects. "We also need to accelerate the research and industrialization of key products and equipment in high-end equipment fields such as large aircraft, aviation engines, and gas turbines."
Building a high-level open industrial system
"We live in an era of interdependence, and in order for industries to develop and grow, a higher level of opening up to the outside world is a necessary path." Miao Wei said that building a new industrial system is not a self-contained system, but rather creating a higher-level open industrial system. Building a strong manufacturing country requires more positive interaction between enterprises from China and countries around the world.
The ten key areas proposed in "Made in China 2025" are the focus of future industrial policy support in China. Miao Wei pointed out that China is establishing and improving cooperation mechanisms for major industrial achievements and layout, as well as a major database for building a strong manufacturing country's industrial foundation. The country is rolling out technology roadmap maps for key areas and drawing a panoramic map of the development of key industries nationwide. This will provide decision-making reference for various market entities, including foreign-invested enterprises.
Miao Wei stated that in the implementation process of "Made in China 2025", we will deepen innovation cooperation between domestic and foreign manufacturing industries, strengthen coordination and practical cooperation with relevant national manufacturing strategies, expand the scope of cooperation in emerging industries such as intelligent manufacturing, new generation information technology, and new energy vehicles, and strive to launch a number of cooperative projects in standard formulation, technology research and development, industrial cooperation, park construction, and talent cultivation.
More importantly, Miao Wei said that he would take the countries along the "the Belt and Road" as the focus of deepening international cooperation in the manufacturing industry, further encourage and guide Chinese enterprises to invest in countries along the road, and support the establishment of local industrial systems.
"The space for cooperation in production capacity and equipment manufacturing between China and developed countries is very broad. By building a platform for multi-party cooperation, the cost-effectiveness of Chinese manufacturing can be equipped with high-precision wings, fully complementing each other's advantages, and jointly developing the third-party market to achieve mutual benefit and win-win among multiple parties," said Miao Wei.
"Made in China 2025" contains three major investment opportunities
At the 2016 China Development Forum, in response to the concerns of multinational corporations about the transformation and upgrading of "Made in China", Minister of Industry and Information Technology Miao Wei launched a promotional campaign on site, stating that "Made in China 2025" contains huge business and development opportunities, and entrepreneurs from all countries should seize the three major investment opportunities.
"We live in an era of interdependence, and in order for industries to develop and grow, a higher level of opening up to the outside world is a necessary path." Miao Wei said at the annual meeting that China is committed to building a higher-level open industrial system, and building a manufacturing powerhouse requires positive interaction with enterprises from around the world, adding momentum, vitality, and creating advantages in opening up.
He pointed out that the implementation of "Made in China 2025" first brings opportunities for industrial upgrading. China will vigorously develop advanced manufacturing industry, promote the growth of new industries and formats such as productive service industry, and promote the industry to move towards the mid to high end. The ten key areas proposed by "Made in China 2025" are all high-tech and strategic industries, which are also the focus of future industrial policy support in China.
He introduced that China is establishing and improving a cooperation mechanism for major industrial engineering layout and a large database of manufacturing power industry foundations, rolling out key field technology roadmaps, and drawing a panoramic map of national key industry development, providing decision-making reference for various market entities, including foreign-invested enterprises. Try to avoid blindness and disorder in development as much as possible, and strive to reap career and wealth in the wave of industrial upgrading.
"The second is the opportunity for open innovation." Miao Wei said that in the implementation process of "Made in China 2025", China will deepen innovation cooperation between domestic and foreign manufacturing industries, actively promote open and collaborative innovation, play the role of enterprises, associations, and governments, strengthen the docking and practical cooperation with relevant national manufacturing strategies, expand the scope of cooperation in emerging industries such as intelligent manufacturing, new generation information technology, and new energy vehicles, and strive to launch a number of cooperation projects in standard setting, technology research and development, industrial cooperation, park construction, talent cultivation, etc., jointly promote the benefits of the new industrial revolution to a wider population and bring more benefits to the world.
Miao Wei said that the third opportunity comes from the "the Belt and Road" construction. The international layout of key industries in "Made in China 2025" will be better integrated into the global industrial division of labor system. China will take the countries along the "the Belt and Road" as the focus of deepening international cooperation in the manufacturing industry, further encourage and guide Chinese enterprises to invest in countries along the Belt and Road, and support the establishment of local industrial systems.
"One flower is not spring, and a hundred flowers are full of spring. There is a vast space for cooperation in production capacity and equipment manufacturing between China and developed countries. By building a platform for multi-party cooperation, the cost-effectiveness of 'Made in China' can be enhanced with high-precision wings, and we can complement each other's advantages to jointly develop the third-party market and achieve mutual benefit and win-win among all parties," said Miao Wei.
Miao Wei stated that the global industrial technology and division of labor pattern is undergoing accelerated adjustment and transformation, and building a new industrial system is the greatest common divisor in seeking industrial cooperation. I hope to engage in extensive exchanges with various sectors at home and abroad, expand bilateral, multilateral, and regional cooperation, and promote the improvement of quality and efficiency, stability and long-term development of "Made in China". Together, we will make new contributions to promoting world economic prosperity.
